From the Corner Office

EXPO LA Symposium 2003 is just around the corner and we're looking forward to an exciting and educational two-day event. Jessica Fox, Major Events chair and her co-chairs, Christi Ritter (Programs) and Bill Luehrmann (Sponsorships) have assembled an outstanding event. Thirty plus educational sessions are scheduled and twenty-seven sponsors are supporting our annual event. The SCAFP website http://www.scafp.net/Symposium.htm has complete information about the Symposium including the ability to register online. The website lists all the educational sessions and all our supporting sponsors. 

Now, it's our turn to show our support of the Symposium by attending and encouraging others to attend. You may have business associates who may not be aware of the Symposium and the educational and networking opportunities it offers.  Remember, CCM credits are available for attending.  Several promotional mailings have reached thousands of potential attendees but your personal invitation and encouragement to others will help build the Symposium as a premier annual event.

By the time you read this newsletter, the Nominating Committee, consisting of Michael Hards (president-elect), Dick Bort (immediate past president), and I will have spent considerable time in assembling a slate of SCAFP officers and directors for the 2003 - 2004 term. We will announce the slate very soon. Being a volunteer organization, it's sometimes difficult to convince members that there is value in serving the association.  The new officers and directors will be looking for committee members and I encourage you to respond to their requests to help them and the association.  Having been involved in SCAFP for many years, I have had the opportunity to work with many members in different ways. I've really enjoyed this association and look forward to a continuation. 

As we approach the end of my term as president, I want to express appreciation to all the officers and directors with whom I have had the privilege of working this past year.  Dick Bort has been a strong supporter of not only me but SCAFP as well. He has worked tirelessly on any task assigned and has taken on numerous assignments.  To Michael Hards, who will replace me as of July 1, I appreciate his wisdom in assisting me in my tasks as president.  His advice has been sound and he will be an outstanding president for SCAFP. This is actually Michael's second turn at president, so the association will benefit from his many years of involvement.

Best wishes to all SCAFP members for your continued success, and please remember to attend the Symposium May 14 - 15!

 SCAFP Bridge Program for Unemployed Members

The effects of the current economy have drastically impacted the employment conditions in Southern California. Several of our own members currently find themselves seeking employment and there will probably be others who are similarly impacted.

The Southern California AFP is proud to introduce its Bridge Program to address this problem. Benefits of the Bridge Program include the ability to continue to earn CCM credits (if needed), the opportunity to continue attending the luncheons, upon payment of the luncheon guest charge, to enable the member to stay abreast of current tools, trends and technologies, as well as the ever-so-important chance to network with peers. Moreover, a participant in this program will be entitled to all member discounts that may be offered for SCAFP's annual Symposium and any educational seminars and workshops.

Under the Bridge Program, a member's dues may be suspended until the member becomes re-employed. To qualify, the member must (1) have been a fully paid SCAFP member for the previous two calendar years; and (2) be actively seeking employment. If a member becomes unemployed anytime during the year, the member will be allowed to continue to enjoy membership and all of its benefits (including luncheons) for the remainder of the period for which dues have been prepaid. (SCAFP bylaws provide that SCAFP membership is owned by the individual regardless of whether the dues were paid by the individual or the individual's employer.) Beginning with the start of the next dues period, upon submitting a new membership application, the unemployed member's obligation to pay dues will be suspended under the Bridge Program until such time as the member become re-employed. Upon becoming re-employed, the member will be assessed dues pro-rated over the remaining dues period.

Overview
With the start of the war in Iraq, much of official Washington's attention is focused on the conduct and progress of the war. However, Congressional leaders are committed to continuing to move legislation on a variety of issues.

Interest on Business Checking Accounts (Repeal of Regulation Q)
On March 13, the House Financial Services Committee passed H.R. 758, which contains provisions that would allow the payment of interest on business checking accounts. AFP has long supported repealing Regulation Q and sent a letter to Capitol Hill.

Deposit Insurance Reform
On March 13, 2003, the House Financial Services Committee passed deposit insurance reform legislation (H.R. 522). On March 10, 2003, AFP sent a letter to Chairman Oxley and the members of the Financial Services Committee, which outlined AFP's position on deposit insurance reform.

Homeland Investment Act
Legislation that would allow companies to repatriate offshore cash balances at a reduced tax rate has been introduced in both the House (H.R. 767) and Senate (S. 596).

Identity Theft
Three bills to combat identity theft are in various stages of the legislative process. Identity theft complaints jumped from 220,000 in 2001 to 380,000 in 2002, according to the Federal Trade Commission, while losses grew to $343 million.

Derivatives Regulation
On March 6, 2003, Congressman DeFazio (OR) introduced legislation (H.R. 1109) that provides for the regulation of over-the-counter (OTC) derivatives. Senator Feinstein (CA) is also expected to introduce legislation to regulate OTC derivatives.

Contract Netting
On March 19, 2003, the US House passed bankruptcy reform legislation, H.R. 975.  "The Bankruptcy Abuse Prevention and Consumer Protection Act of 2003" contains an AFP-supported provision helpful to the termination and netting of financial contracts in bankruptcy situations.

Bank Lending Practices
AFP released its survey, "Linking Corporate Credit to the Awarding of Other Financial Services" on March 18.  In the survey, financial professionals reported that commercial banks frequently make access to corporate credit contingent upon the purchase of other services.

Expansion of Fedwire Hours
AFP submitted a letter to the Federal Reserve supporting a proposal
to open Fedwire three and one-half hours earlier than the current opening time of 12:30 a.m. Eastern Time (ET). AFP members whose companies operate on global basis would be the primary beneficiaries.

Accounting for Stock Options-FASB
In March, the Financial Accounting Standards Board (FASB) added a project to its agenda that could result in the mandatory expensing of employee stock options.  It plans to release an exposure draft in the third quarter of 2003 and a final standard in March 2004.

Corporate Check Conversion to ACH Debits
AFP called on NACHA to delay a rule change permitting corporate check conversion to automated clearinghouse (ACH) debits. In a letter
 to NACHA, the Electronic Payments Association, AFP reported that most members oppose having their checks converted to ACH debits. As a result, they need time to learn how to opt out of conversion and place ACH debit blocks or filters on their disbursement accounts.

Payments Update: U.S. Government
Federal Reserve Banks, collectively the nation's largest check processor, will eliminate check processing at 13 facilities and reduce check service staff by about eight percent as a result of "the ongoing shift in consumer and business preferences from checks to electronic payments."

Bring a Guest to a SCAFP Luncheon?

A non-member who wishes to attend a SCAFP monthly luncheon as a "guest" may be invited by a member. The member need simply to register the guest on his/her luncheon registration form.  The guest, rather than the member is obligated to pay the guest luncheon registration fee of $35. Your guest will be welcomed at the luncheon, have the opportunity to earn a CCM credit (if needed) and network with peers.

If you know of someone who would like to attend a SCAFP luncheon meeting as a guest, we would encourage you to invite them to the next SCAFP luncheon!
